The Research On National Administrative Tendency Of Generalization And Its Amendment

In China, specialized management of the rulers in ethnic minority areas has comeinto being since ancient times. National administrative, as part of the administrativesystem in China, is a place under the unified leadership of the central administrativeareas and the ethnic autonomous areas are integral components of the country. Alongwith the rapid development of China’s economy and society, the market economygradually replaces the planned economy, the changes which exert a great impact onnational administrative, is quite obvious. The tide of urbanization in national regionsand their own development needs give rise to new requirements for the existingadministrative division system in national regions, stirring the demand of the reform.But as for new problems the national administrative organizational system are facing,new situations of the absence of laws and regulations, the phenomenon that seekingdevelopment in national regions but lacking a correct guidance as well as inadequateunderstanding of the specificity of national administrative organizational systemamong some leaders, all the above trigger some dissimilation phenomenon in nationalregions and national administrative be generalization tendency is becoming more andmore highlighted. At present, our country for national administrative system researchis still in fumble period. Therefore, if we seriously study new problems appeared inthe process of design and economic development in national regions and put forwardreferences that can be made use of, these would be of significant importance in termsof the improvement of administrative division system in national regions andpromotion of the development.Generalization tendency of the national administrative was chosen as the researchsubject of this paper.The author have done the following work: collection and carefulanalysis of the relevant information; grasp of the initial purpose of the establishmentof national administrative in our country; reference to research achievements ofscholars at home and abroad in national problems, national autonomous areas,regional national autonomy system; comprehensive analysis of the current situation ofour country’s national administrative. In our country, the problem of generalizationtendency in national administrative are pervasive, such as revocation of county (state)general city (area); municipal and national area was formalized; ethnic townships areinterfered to be town (street) system, etc., this phenomenon will take serious negative effect for the development of economic society in national regions; for theimprovement of the system of national administrative division as well as thedevelopment and prosperity of the national unity and progress of our country. Thecause of this phenomenon is various, some regional leaders for lack of awareness ofnational administrative particularity; the impact of the current wave of urbanization.National administrative organizational system not very robust and the laws andregulations can not get corresponding observation; the new requirements by the rapideconomic development in national regions, etc. Finally, in view of the generalproblems of the national administrative in our country, the author puts forward somebasic principles and a few referential countermeasures for the amendment of nationaladministrative generalization tendency.
