These phenomenons that scientific assessment region of public service in QiongZhou Straight is not established, actual needs of people are ignored, and the wills of shipping companypublic override the public wills exist in common. This paper discusses how to establish "service-oriented" government and perfect public service code for shipping administrative department and company with public service, applying the theory and method of public administration to study the phenomenon of ro-ro ship transportation market in QiongZhou Straight.The author has studied the shipping administration historical evolution, the management idea and the pattern, the existence main questions in our country, basing on the academic articles correlation new public services, new public management, shipping administration service.
