In May 2018,the Central Committee of the Communist Party of China(CPC)and the State Council jointly called for Administrative Examination and approval and public service matters to be dealt with directly to enterprises and the public on the basis of applications,we will push for deep and comprehensive changes in the concept,system,and style of examination and approval services,and strive to create a model of examination and approval services that is "Lenient,fast-moving,strict,convenient to the people,and open." To minimize the number of enterprises and the public run the government.The government service center aims to implement the spirit of the party Central Committee and the State Council on building a service-oriented government,deepen the openness of government affairs,and improve government service,it plays an important role in the transformation of government functions,deepening the reform of administrative system and the development of service economy,the implementation of "One-stop office" and "Through-train service" to effectively meet the needs of the public.Under the background of the reform of "decentralization,management and service" in the new era,this paper takes the public service capacity of Chongqing Beibei District Government Service Center as the research object,and under the guidance of the public organization theory,the government process reengineering theory,and the service-oriented government theory of people’s satisfaction,analyzes the elements of the public service capacity of grass-roots government service centers and their structural relationships,and analyzes the problems and causes of the public service capacity of Beibei District Government Service Center through empirical investigation,And put forward suggestions on improving the public service capacity of Beibei District Government Affairs Service Center.The first part mainly elaborates the background and significance of the topic selection,combs and summarizes the relevant domestic and foreign materials and documents,introduces the research content,methods,ideas,innovation points and difficulties,and comprehensively describes the government service center,public service capacity,public organization theory,government process reengineering theory,and people’s satisfaction service-oriented government theory.The second part carries out theoretical analysis on the public service ability of grassroots government service centers.Through the construction of grassroots government service centers,it summarizes the elements of public service ability that grassroots government service centers should have and the structural relationship between the elements.The third part describes the current situation of Beibei Government Service Center and its public service capacity.The fourth part,according to the normative empirical research,conducts interviews and questionnaires on the management of Beibei District Government Affairs Service Center,the management of some settled units,the staff of the settled units and the service objects.The fifth part,based on the data and interview information in the fourth part,puts forward the problems and causes of the public service capacity of Beibei District Government Service Center.The sixth part,aiming at the problems and reasons summarized in the fifth part,proposes specific measures to enhance the public service capacity of Beibei District Government Service Center.The seventh part is the conclusion and expectations for the future.The main conclusions of this study are as follows: the public service capacity of Beibei District Government Affairs Service Center has some problems,such as low efficiency,low quality of window service,lack of supervision,low utilization rate of e-government,relatively low degree of openness and sharing of government data.These problems are caused by imperfect management system architecture,insufficient staff service capacity,imperfect supervision mechanism,and imperfect functions of government service websites The phenomenon of "isolated island" of departmental data finally puts forward the specific path to improve the public service capacity of Beibei District Government Affairs Service Center,which mainly includes: first,straightening out the government affairs service management system,second,strengthening the construction of personnel team,third,broadening the regulatory channels,fourth,promoting the construction of "Internet plus government affairs service",fifth,strengthening departmental collaboration and data development.
