According to the analysis of the social conflict and social governance,it shows that ifwe desire to guarantee the urbanization under the way and decrease the occurrence of thegroup events in the period of social transformation nowadays which social contradictions isprominent,the group events shall be governed under the law by the ways of using the ruleof law and thinking according to the law in the urbanization process.In fact,after theempirical analysis of60typical cases of group events,it can be concluded that thetreatment mode of group events can be divided into the executive LED modes andlaw-based modes.Currently,the treatment of most group events are executive LEDmodes,and only a few is related by the law-based modes.In this article,the research perspective will fucus on the background ofurbanization,describing the appearance,incentive of the group events in the process ofurbanization and the two modes of treatment through the empirical analysis of typicalcases and study of Western classics,then making comparative analysis on the basishereinabove,finally presenting the specific ideas of constructing law-type mode for groupevents which can decrease the occurrence of group events efficiently.The research topic may help to decrease the social risk in China ’s urbanizationprocess, promote the further transformation of the government functions and the formationof social governed by diverse body,and then provide practicable and useful methods in lawfor treating the group events in the process of urbanization. At the same time,it alsoenriches the studies of theories in resolution of social disputes and risk theories ofadministrative law, promoting the ability of the study of administrative law to respond thereality.
