Research On The Local Government Support System Of Migrant Workers Starting Business Back Hometown

In mid and late of the20th century, the flourishing after "the tide of migrant workers" is beginning to appear in "back home" and "start-ups" phenomenon. With the arrival of the financial crisis, the export-oriented enterprise that absorbed a large number of migrant workers in coastal faced the difficulties of products unsalable, shutdown or failure which result in a large number of migrant workers unemployed. In response to the negative impact of the financial crisis to China’s economy, the CPC central committees have issued a series of policies to solve the problem of unemployment so as to support the development of agriculture and maintain economic and social stability. At the same time, along with the coastal area industrial structure adjustment and transfer, the central and western regions in our country’s labor absorption capacity is enhanced greatly. So a large number of unemployed migrant workers then choose returning to look for a better job or start business, migrant workers backflow phenomenon is attracting the attention of social from all walks of life increasingly. How to solve the problem of employment of migrant workers has become an urgent affair of local government. On one hand, migrant workers returning will put the local government under the pressure of management and employment problem, so the local governments need to improve their ruling ability and management ability quickly. And on the other hand, migrant workers return to start a business become a new way to promote employment and alleviate rural surplus labor, which will change the mode of production and the way of life, improve productivity of rural, and promote the construction of urbanization.This paper includes six chapters. First chapter narrates the background, significance and purpose of selected topic, the current research status of related issues at home and abroad, the definition of the core concepts in this paper, research methods, innovation and deficiency of this article. The content of the second chapter focuses on the reasons why migrant workers doing pioneering work back home and analysis the present situation and characteristics in the entrepreneurship of migrant workers.Based on a survey of one hundred counties, this chapter also conducted the positive and negative effects of migrant workers entrepreneurship. The third chapter expounds that the support system of local government in the migrant workers entrepreneurship is very important and necessary, and through summarize the foreign experience of support system to clear the responsibility and deficiency on entrepreneurial support system construction of local government and then point out more effective ways to perfect the support system. Chapter4put forward the existing problems and analysis the results of current support measures, and then conduct the deficiency. In chapter5of this article, it provide a certain train of thought to build and improve support system include administrative environment, the policy system, financial system, training pattern and wild variety of forms and so on to solve the problem and eliminate the obstacles in current local government support system of migrant workers start business back hometown.
