| The building of a clean government is an important aspect of the ongoing reform of the political system in China. In order to build a service-oriented government and achieve the transformation of government functions, the Chinese government take an exploration on practical. In the institutional reform of the State Council released in this year, the reform of functions transition program, the reform attracts majority of focus and became the intersection area. To build a clean government became the important focal point and a breakthrough. During the first plenary meeting of State Council, Premier Li Keqiang stressed that "take efforts to build a clean government, construct a government under the rule of law", and pointed out the direction for China’s current government reform. The institutional and mechanisms of current administrative supervision in China play a positive role in ensuring the government decrees play in the process of reform and opening up, and maintaining administrative discipline, and promoting the construction of clean government, and improving the standard of administration, and improve the administrative efficiency. But with the development of the times, it has shown the inadequacies. The McKinsey7-S management model is an internationally renowned organization model. It emphasize the organizational change must pay attention to the system issues, structure issues, strategic issues. It also emphasize paying attention to the role of staff, skills, style, shared values and other factors.In the background of promoting clean government building in China, the institutional and mechanisms of administrative supervision still involve many problems, both in theoretical research and actual practice. And this lead to the role and function of the inspection and supervision organs can’t exert effectively. According to the theory and practice survey, this paper argues that China’s current system of administrative supervision still has following drawbacks:deviation of concept, the problem about system of administrative supervision, the incomplete mechanism and the problem about method and staff. In the world, Sweden, Singapore and Korea’s system of administrative supervision is efficiency and known all the world. In China, Wuhan, Xiamen and Hong Kong’s system of administrative supervision can provide some help for the innovation of system of administrative supervision. In order to solve this problems, Chinese government take many efforts to reform the administrative system and strive to improve the relevant institutional. Theorists are also exploring measures to solve the problem. Based on the McKinsey7-S model, this paper want to form a theoretical framework to research the current innovation of the system of administrative supervision in China. At last, this paper put forward the following countermeasures and suggestions. Firstly, common values is the core of administrative supervision. The monitor concept must be changed. The supervision departments must establish a beliefs that the enforcement and supervision is for our country, and the action should accord to law and be strict. By upgrade the level of independence and authority, administrative supervision institutions can strengthen the deterrence of corruption, dereliction of duty, dereliction of duty and other same behavior. Secondly, in terms of structure, the government must optimize the structure of inspection and supervision departments, and make it clear that the organizational model of inspection organs, institutions and staffing. By building the organizational structure which can allocation of human and material resources rationally, the organizational structure can maximize the performance of administrative supervision. Thirdly, strategic must focus on the building of a clean government. The government should make it clear that the terms of reference and operating mechanism of supervision organs, and provide service for overall economic construction. Also, administrative supervision should emphasize the supervisory on supervision the administration of the government, and improve administrative efficiency, promote the level of anti-corruption. Forth, administrative supervision need establishing and improving the institutional mechanisms. With the improvement of the supporting systems, the administrative supervision can become a comprehensive and systematic effective supervision. Fifth, in terms of staff, it is necessary to enhance the quality of works and equip with high-tech tools. Improve the configuration mechanism of leading cadres of administrative supervision departments, and select leading cadres who has higher administrative capacity and better political consciousness, the administrative supervision can became better. At the same time, the government should provide more opportunities about training and learning for the staff, and optimized the staff’s ability on the implementation of policies and enhance the ability to perform their duties. Sixth, in terms of style, the administrative supervision sector should shape their specific culture, and enhance the sense of the sacred and honor of the prosecution team. As the important oversight body of the national anti-corruption system, the administrative supervision must carry out its duties according to law. Seventh, in terms of skills, the administrative supervision sectors should improve the facilities, and improve the supervision to high-tech corruption. All in all, these measures can ensure integration of the efficient and high-tech staff with facilities and equipment, and form a monitoring force. |
