With the development of knowledge economy and information technology, the task of government becomes more complicated and specialized. As the main body of government, the quality and ability of civil servants are essential for improving the competitiveness of government and the country. In this context, from the perspective of strengthening civil servants’ability, this thesis points out that traditional training method can’t meet the needs of present massive training, and also can’t meet the requirements of building good contemporary civil servants. The development of web technology brings innovations in education field, which makes online training popular and widely accepted by companies and government organizations. Therefore, based on the life-long learning theory and learning type organization theory, by analyzing the application of online training in government at home and abroad, as well its the relationship with strengthening the ability of civil servants, this thesis proposes some specific methods for the online training of civil servants, and argues that online training is a new way to improve the ability of civil servants.The thesis is formed by the five parts which are the introduction, the relevant theoretical basis, the status analysis, the solutions and the summary. The first part discusses the background and the significance of this study and the methods and ideas of the research, reviews the literature domestic and international. This is a literature of three parts from the civil service capacity building to network training. And it points out the possible existence of innovation of the thesis.The second part is the theoretical basis of this thesis introducing the main content of lifelong learning theory and learning organization, as well as the basic role of them in the entire thesis.The third part details the meaning, characteristics and development status of the network training and civil service capacity building, and also stresses the importance of capacity building of civil servants. On this basis, focuses on the close relationship between the network training and civil service capacity building.The forth part points out the achievements and existing problems of China’s Civil Service Training and describes the problems in the training philosophy, approach, content, evaluation system of traditional training for civil servants. The fifth part points out that the network training is new ways to strengthen the civil service capacity building, and puts out effective measures targeted the problems in the traditional Civil Service Training, and fully affirms the bright prospects of the civil service network training.The sixth part is summarized and prospect, through the full text of the thesis, fully affirmed the network training is under the new situation of the construction of the civil service ability important way. Finally, we put out the outlook on the possible existence of new research field about the civil service network training.
