Changsha, the capital city of Hunan province, has a floating population of crime and not only has the characteristics of national mobile population crime, but also has its own characteristics. According to our survey data, over the past five years, more than70%of the criminal cases in Changsha are committed by the floating population. The "56789" phenomenon which exists in the Changsha mobile population and the rental law and order management is becoming more and more serious, and is showing criminal characteristics in gender, age and educational level. Among the suspects arrested in the floating population, men rather than women are more likely to commit crimes against property, especially theft, robbery and other violent crimes. The younger population’s crime types are more concentrated in acts such as usurpation. The older the age, the more dispersed the crime types and the more biased the crimes are in favor of implementation of fraud trafficking and illicit drugs or other crimes which are with a certain degree of intelligence and a larger value of the case. In the education level, the floating population crime suspects’generally has a relatively low educational level. The lower the educational level, the higher the rate of the alleged theft, robbery, intentional homicide and other violent crimes. On the other hand, the higher the educational level, the higher the crime rate of taking bribes and such high IQ crimes. Changsha’s floating population crime shows the characteristics listed above. There are many reasons to this, for instance, the low education level of the floating population, lack of legal consciousness and the fact that they are disadvantaged at social competition. Those are all individual causes of floating population crime. The government’s inappropriate management of the floating population and the loss of family or social supervision are the social causes of floating population crime. Therefore, to prevent the floating population crime in Changsha, the first means is by educating the population and improving quality of floating population and their social competitiveness. Then, the prevention should be followed by institution supervision and team building to strengthen management of floating population and followed by service initiatives to strengthen management of such population. Ultimately, we once again should focus on the characteristics of the floating population crime in Changsha and increase the crackdown to curb and reduce crimes of the floating population.
