On The United Nations Collective Security Mechanism

As a global inter-governmental international organizations,the United Nations establishedon the ruins of war after World War II. As a product of the World War, the founding of theUnited Nations reflects the common aspiration of the world’s peace-loving people, thepurpose of it is in order to prevent a new war with the easing of regional conflicts andmaintain the fruits of the World War II’s victory, and the settlement of international disputes,coordination international relations, maintain international peace and security, and iscommitted to building a harmonious, friendly new international order.The United Nationsbears the important task of safeguarding world peace and security, to protect the security ofthe international community in use of the collective strength of the world’s countries,established the collective security mechanism.Collective security is the core of internationalpolitics, its philosophy is to create an international community atmosphere of co-operation,"the world is one country, one country, for the world," and its purpose is to the commoninterests of the world at the expense of individual interests, which brings peace and securityaround the world.Although after the establishment of the United Nations collective securitymechanism, in the maintenance of world peace and security, it does play a positive role, butbecause of its own inherent defects, and various external factors such as the hegemony of thebig powers control and non-traditional security threats such as international terrorism.andother interference, the development process can be described as bumps, difficult once beenquestioned by the international community, or even been denied.In the new period, especiallyunder the guidance of the new concept of security, the United Nations collective securitymechanism anxious to be reasonable and effective reform to awaken its slumberingpeacekeeping functions, in order to give full play its due role.This paper intends to focus onanalysis of the obstacles that affect the collective security mechanism, depth analysis thereason of the failure of the collective security mechanism, and then, under the guidance of thenew security concept, put forward the direction and path of the reform of the United Nationscollective security mechanism.The paper is divided into four sections to illustrate: The first section describes thecomposition of the formation process of the United Nations collective security mechanismand focus on constitution of the collective security mechanism; The second part of themechanism of collective security by focusing analysis problems of internal constraints to identify the impact of collective security role of the crux of the problem and evaluate it; Thethird part in the analysis of the impact of the collective security mechanism, externalconstraints derived hinder the main external cause functional failure of the collective securitymechanism, and evaluate it.
