The Divergences,Reasons And Specific Manifestations Of The Non-traditional Security Concepts In The United States And Europe

The COVID-19 crisis broke out in late 2019 and quickly spread into a global public health crisis,which not only severely damaged the process of economic globalization,but also deepened the differences between the United States and Europe in non-traditional security fields.Due to the differences in the perception and response of non-traditional security threats between the United States and Europe,non-traditional security has once again become a new variable affecting the relationship between the United States and Europe.This paper takes the nontraditional security concept as the research perspective,takes the United States and the European Union as the research object,discusses the differences between the nontraditional security concepts of the United States and Europe based on the overall security concept of the United States and Europe,and further analyzes the reasons behind it.and based on the specific cases of international non-traditional security,that is,climate change,COVID-19 discusses the performance of both sides’ nontraditional security concept.In this paper,based on the security concept embodied in the security strategy report of the United States and Europe after the Cold War,the analysis holds that the differences between the two sides’ non-traditional security concepts are mainly manifested in the different pursuit of non-traditional security goals,the different views on non-traditional security threats and the differences in ways to deal with non-traditional security threats.To investigate the root causes,the reasons for the differences between the non-traditional security views of the United States and Europe include three aspects: first,the theoretical reasons for the nontraditional security views of the United States and Europe,that is,the realistic security view of the United States pursuing the maximization of security and interests.The European Union attaches importance to the liberal security concept of interdependence and institutionalization,and the second is the historical reasons for the differences in historical development,cultural thought and institutionalization construction process between the United States and Europe.The third is the differences in global strategic interests between the United States and Europe,the differences in the strength of the United States and Europe to exert international influence,and the lack of political interaction between the United States and Europe on non-traditional security issues.Although the relationship between the United States and Europe will pick up to a certain extent in the short term after Biden takes office,the long-standing differences in non-traditional security concepts between the United States and Europe lead to the competition between the two sides in the field of non-traditional security will continue in the future.
