There are two directions to cope with problem of civil servants part-time: One is toperfect the legislation and strengthen management, the other is to forbid it absolutely.Forbidding absolutely is easy in the legislative level but difficult in practice and can not geteffect instantly.Because it will unnecessarily deprive of some basic rights which civil servantsshould have as a citizen, and be out of proportion principle and rationality,so it must be lackof ideological basis.Forbidding absolutely is contradicted with the reformation of civil servantadministration system also. In contrast, appropriate supervision is more scientific andreasonable. This paper will reveals the hazard of civil servants part-time while focus onrelative legal problems, so as to provide a thinking direction and perspective for improvingcivil servant law and other relevant laws and regulations. |
