The Performance evaluation of government department is the core content ofhuman resource management of public sector. It plays an important role in promotingthe reform and improvement of the civil service system, the improvement ofcomprehensive quality and the efficiency and coordination of the government’s work. Inrecent years, Xunke County Bureau of industry and Commerce has made greatachievements in the construction of civil servants evaluation, evaluation system is alsoin accordance with the relevant provisions of the reform, but the performance appraisalresults are still not ideal, no big improvement, has seriously hindered the healthydevelopment of the civil service. The balanced scorecard is an effective tool forperformance evaluation, it transforms the strategic target of organization into a systemof performance evaluation index system. Application of Balanced Scorecard in USA,Britain, Australia and other western countries government staff in performanceevaluation, achieved great success. At present, in terms of civil servants’ performanceevaluation problems in China government, the Balanced Scorecard into our countrygovernment departments constructs reasonable and effective evaluation index system toevaluate the government staff performance, so as to improve the quality of governmentperformance evaluation of staff performance and evaluation method in our country,innovation of government employees, which will undoubtedly be of great advantage. Inthis paper, I make full use of the balanced scorecard management theory, combinedwith China’s current civil servant assessment system, based on the reality of XunkeCounty Industrial and commercial bureau civil servant assessment, studying selection ofthe performance appraisal methods and construction process evaluation index system,which based on a comprehensive analysis of the county assessment of the civil servicesystem, puts forward some improvement suggestions and reference.This paper analyses on evaluation system and operation status for civil servants ofXunke County Bureau of industry and Commerce are found of my investigation andanalysis. In addition, I put forward some analysis and conclusion on the civil serviceperformance appraise of Xunk County Bureau of industry and Commerce, Relevantsuggestions suit one’s measures to local conditions, which is simple and practical, in linewith the actual situation of Xunke County Bureau of industry and commerce, besides, itnot only promote the development and innovation of Performance evaluation of XunkeCounty Bureau of industry and Commerce but also some local government’s civilservice examination system in China, which has a certain reference significance. |
