With the rapid development of Chinese economy, social structure of China has beenchanged dramatically,benefits patterns diversified gradually, social conflicts occuringfrequently and variously, social problems taking place constantly and social managementbeing increasingly difficult. There is no exeception in Yangdong County. In recent years, withits economy growing up rapidly, its social management also appeared some new changes,especially in the social management concepts backward, social management way is single,rigid system, do not adapt to the development of the situation, which makes it more difficultto unite ideology, to coordinate benefits,to resolve conflicts, to satisfactorily manage service,and to maintain social order. So social management is facing a grim situation.In the report of the18th National Party Congress, it is embodied that social managementshould be reinforced and innovated in order to promote the construction of harmonioussocialist society, which has become a significant and urgent actual task, the focus andfunctional responsibility of Chinese Party Committees and governments at all levels and thehot spot of academic field at present. The research on social management innovation issignificant to perfect China’s local social management theory and to guide local socialmanagement innovative practice.Now, most of the social management theory is at macro-level in China, relatively less atcounty scale, even less from a case study of a county. Upon that, this paper, taking as a caseYangdong County, the social management innovation comprehensive trial county inGuangdong Province, China, analyse its problems such as lagged public service facilties,community residents to participate in the enthusiasm is not high, a large potential socialconflicts and disputes, the rural social management still exists defects, the development ofsocial organizations are not perfect etc.what causes these problems is the lack of operablepolicy system, fixed and lagged social management system and mechanism, outdatedgovernment management concepts, weaker foundation development at local-level, the impactof social development and so on. Combined with the social requirements of the developmentof the situation, put forward the countermeasures through strengthening and innovating social management in the aspects of social management idea, management main body strength andthe system and mechanism, to provide theoretical support, Yangdong County decision basisfor the innovation of social management.
