In2008, Guangdong Province issued the so-called “Double Transfer” strategy, whichcontains industry transfer and labor transfer between the Pearl River Delta and less developedareas of Guangdong province. In order to implement this strategy, Guangdong province hashoped to build the Industrial Transfer Park as the carrier. As the general rule of industrialtransfer, industrial transfer is mainly driven by the market, and the government is onlyresponsible for formulating policies and regulations system, acting as the service role.However, in terms of the actual situation of Guangdong province, it has showed a totallydifferent situation. In a word, the market condition of Guangdong province is still matureenough. Since the reform and opening up, Guangdong province has made rapid developmentin economy while there is serious problem of low-end industrial structure and regionaldevelopment gap. What’s more, for a long time, companies take advantage of thedemographic dividend factors and depend on plenty of resources and substance inputs, resultin lacking of motivation of innovation, which led to population, resources and environmentalissues, especially for the Pearl River Delta. Therefore, Guangdong province hopes to promotethe transfer of industries by the use of Guangdong Industrial Transfer Parks, aiming atachieving the goal of industrial upgrading and environmental governance as well. However,the construction of Industrial Transfer Park is a long-term project involving multiple levels ofgovernments, which are also the subjects of rational self-interest. During the industrialtransfer process, there is conflict between the governments for different motives, whichnaturally affects the collaborative work of industrial transfer. In fact, public service platformof Industrial Transfer Park should be established to resolve the problems of conflicts betweengovernments and innovation issues of enterprises. Overall, the government should improvethe Industrial Transfer Park’s public service platform.In this thesis, the methods consist of sorting and classification of existing researchmaterial, field research and interviews, and qualitative analysis methods. Firstly, this thesisanalyzes the demand of public service platform for different stages of Industrial Transfer Park,and realizes that the government should play a role in four areas, which are policy guidance,administrative intervention, financial investment, and education and training, during theconstruction process of public service platform of Industrial Transfer Park. Secondly, for thesefour aspects, the thesis analyzes the current situation of the role of government, andsummarizes up the current problems including policy guidance lagging behind, limited administrative authority, lack of financial investment, lack of education and training. Andthere are causes of the problems including lacking of the sense of public service, governmentadministrative coordination difficulty, imperfect governments’ cooperation mechanism,inadequate administrative assessment system, as well as the low level of interaction betweenthe government and the market. Finally, this thesis analysis the case of the Silicon Valley andSuzhou Industrial Park, and summarizes up the experience of the Silicon Valley and SuzhouIndustrial Park, from the perspective of the role of government. After that, this thesis putsforward some suggestions to strengthen the role of government in Guangdong IndustrialTransfer Park’s public service platform, namely to strengthen policy guidance, deepenadministrative reform, increase capital investment, promote education and training, andencourage social organizations.
