Protection of civilians is one of central concept on law of armed conflict,Resolution1973of Security Council United Nations reaffirmed it, and the action ofResolution1973also enhances and breaks and develops some rules of internationallaw. The article has three chapters. There is an innovation that uses InternationalHumanitarian Law to study a international hot topic which is Resolution1973ofSecurity Council United Nations, and The article breaks and develops some rules ofinternational law.The article has three chapters. The first chapter introduces protection of civiliansof central content on Resolution1973. The article uses the law about protection ofcivilians on International Humanitarian Law defining civilians in the Libyan and theair attack of NATO of violating Distinction and Proportion.The second chapter analyses Responsibility to Protect which is specific andsystematic law about Protection of Civilians. It introduces the basic theory aboutResponsibility to Protect, and analyses the legal basis about Responsibility to Protect.It also consider that Resolution1973conform to layered rules of Responsibility toProtect.The third chapter analyses Force and No Fly Zone which are martial action onResolution1973. This is a key on the article, and a breakthrough point and adevelopmental point. The article discusses the legitimacy of authorizing memberstates force on Resolution1973from determining that the situation in the Libyancontinues to constitute a threat to international peace and security, and taking allnecessary measures. There is a conclusion that the air attack of NATO for Gadhafi’sgovernment forces is legal in final. The thesis also discusses the traits of the air attack,as well as analyses the background and traits and some new development. In the last,it studies some defects about No Fly Zone in the Libyan.
