Industrial NIMBY Crises And The Governance Mechanism

With the further development of industrialization and urbanization, the levels of economicdevelopment and resident living standard in China have entered a new developmental stage. As a kindof NIMBY facilities,"Industrial NIMBY Facility", which is derived from the development ofindustrial economy, such as nuclear power plants and PX factories, has been on the rise. Theestablishment of Industrial NIMBY Facility caused a large amount of NIMBY mass disturbance. Thus,this phenomenon has drawn great attention in academia.Based on this background,this paper, with a case study of Zhenhai PX Project in Ningbo City,which was happened in2012, as an typical example, restores the whole process of Industrial NIMBYCrises, and the interventions and results of the government public policy as well. It shows thatIndustrial NIMBY Crises are caused by the negative externality of NIMBY Facility, also havingsomething to do with the lack of government credibility and the formulation mode of public policy. Indeeper sense, Industrial NIMBY Crises are closely connected to the advent of risk society and therising of civil consciousness. Besides, the extra interest games other than environmental demandsintensify the Industrial NIMBY Crises. Compared with the traditional Non-Industrial NIMBY Crises,Industrial NIMBY Crises have distinctive features and characteristics of the times. What’s more,Industrial NIMBY Crises have a different influence on social economy and the public psychology. Tothese crises, it needs to be started from both the improvement of government’s public policy andreshaping the civil society.
