Research On Effects Of Public Information Services By Governmental Micro-blogs In China

At present, governmental micro-blogs have gradually developed into a significantapproach of innovation in social management and democracy of the government. It notonly assists to provide an effective channel for smooth communication betweengovernment and people, but also becomes an important platform for publishing publicinformation.This study firstly introduces the development background and researchsignificance of governmental micro-blog. And the concepts of governmental micro-blog,public information, information services, and information service effects are defined.Research approach, research methods and innovation aspects are elaborated. Researchstatus of governmental micro-blog and its information service are summarized based ondomestic and foreign conditions. Through analysis of current status of governmentalmicro-blog in China, it is found that governmental micro-blog is having a boomingdevelopment and has come to the normal operation stage, because the amount ofgovernmental micro-blogs is constantly rising, local government are gradually settingup micro-blogs, and appraisal mechanism at grassroots level regarding micro-blogshave taken shape. Realization of the basic functions of governmental micro-blogs is thekey to guarantee its long-term operation. Governmental micro-blogs have played anactive role in promoting government information publicity, communication betweengovernment and people, guidance of online public opinions, and image-building of thegovernment.The core function of governmental micro-blogs is to provide people withconvenient and prompt public information services, which will effectively facilitateinnovation and transformation of government management mechanism, operationmechanism, administration system and democratic political system. This paper selectsfive municipal government micro-blogs as samples to study the status of the scale effect,communication effect, public effect, e-government effect, emergency effect ofinformation services in China. Combining with the analysis of the five dimensions, it isfound that information services of governmental micro-blogs works by relying on threeparties, namely, the government, mass media and the public. Interactions among thethree parties have formed an ecosystem that will promote long standing development ofgovernmental micro-blogs. Without doubt, problems might occur during the governmental services owing to insufficient awareness and experiences in making useof new media. These problems will hinder the development of government micro-blogs.Therefore, countermeasures are proposed to enhance public information services ofgovernmental micro-blogs.
