China as an export revenue, the export enterprises’ trade financing conditions playan important role in the healthy development of China’s trade. But now under thecircumstance of the global trade finance crisis, the status of China’s foreign trade exportenterprise trade financing is in a tough position. In order to resolve the global financialcrisis and regulate the trade financial markets order, the international community, justlike ICC and IFA, jointly enact the ‘ICC-IFA Uniform Rules for Forfaiting’, which tookeffect in January2013.Is it an opportunity or a challenge for forfaiting market whichin the long-term doldrums. It depends on the attitude towards embrace this rule.This dissertation contains six chapters, which are‘Introduction’,‘Formulation ofICC-IFA Uniform Rules for Forfaiting’,‘Nature, Content changes and Impact ofICC-IFA Uniform Rules for Forfaiting’,‘effectiveness and applicable model ofICC-IFA Uniform Rules for Forfaiting’,‘Applicable of ICC-IFA Uniform Rules forForfaiting in China’ and ‘Conclusion’.In the Chapter‘Introduction’, briefly introduces the research background, purpose,significance and research methods, and make definitions of relevant concepts offorfaiting, make summary of the research on forfeiting. On the other hand, from theinheritance of international commercial practices, make an overview of relevantinternational practice.From the Chapter two to the five, the basic logics ‘the formulation of rules, thenature of rules, the rules’ content, the rules’ apply’. The second part describes theprocess of the uniform rules, the game of various forces, and the promotion of theinternational organizations in the process. The third part makes a preliminary analysis tothe prototype of the uniform rules, and its content change, and predicts the influencewill be brought. The fourth part analyzes the foundation, the status, the limit of the itseffectiveness, and discusses the several applicable modes. The fifth part, from the pointsof market environment and legal environment, summarizes the uniform rules applicableconditions in China, and we give a commendation of the uniform rules’ applicable to thegovernment and the IFA members.The results of this research re-extracts the nature of the uniform rules, and drawsattention to the heritage of international commercial practices in the application process, and ultimately, emphasize to with a positive attitude to meet the rules.
