Study Of The Causes Of The High Administrative Cost System And Countermeasures In China

Administrative costs are often able to effectively reflect the administrative efficiencyand governance of a State Government. Administrative costs continue to rise, growing lowadministrative efficiency. It has almost become a common problem in the world currentlyfacing the field of public administration. Therefore, effective control of administrativecosts is one of the most important goals of the world countries to pursue in administrativereforms. Control of administrative costs is also an important task facing our government.In-depth study of China’s administrative costs not only has an important theoretical valuefor the improvement of China’s administration, but also help improve the administrativeefficiency and our government’s ability, promote administrative reform, establish low-costgovernment, and build a conservation-oriented society and harmonious society.This study firstly discusses the meaning, classification and main feature ofadministrative costs. Combined quantitative and qualitative analysis method describe thebasic situation of China’s current administrative costs. By mean of vertical and horizontalcomparison of administrative costs, our administrative expenses accounted for theproportion of total expenditure, and administrative expenses percentage of gross domesticproduct reveal the problems of the high administrative costs of government, the highgrowth speed and the misallocation of fund etc.From the institutional perspecitive, the main reasons of the high administrative costsare the government administrative functions and government agencies irrational allocation,the imperfection of personnel management system, the lack of rigorous scientific budgetmanagement system, the defection of position-related consumption system andunscientific administrative decision-making system five areas. On this basis, combinedwith China’s actual situation, this paper discusses the specific measures to controladministrative costs of our government. Including: scientific definition of governmentfunctions and set flat government; reduce the staff, improve the performance appraisalsystem; refine the budget and the establishment of a unified budget system; establish astrict system of post consumption; establish a scientific evaluation of the administrative decision-making procedures and decision-making system, the establishment sounddecision-making responsibility system.
