Since the1990s, along with the further development of reform and opening up, China’seconomic system has been continuously improved. Great achievements have been obtained atthe same time, and various social problems and social contradictions have becomeincreasingly prominent. Under the planned economy dominated by the old system, the unit asthe main body of the welfare function has disintegrated, and the corresponding socialinsurance mechanism has been not perfect, then these resulted in a large number of relativelypoor urban population. Urban poverty is gradually being concerned by the researchers athome and abroad. Urban low-income workers as part of the urban poverty, their survival anddevelopment directly influence the development of the urban development and the wholesociety.In this study, Baoding S community as an example, through the use of self identity andsocial identity theories, what attitudes towards poor that the urban low-income groups holdare discussed, and digging deeper reasons which produces poor identification. Giving adviceand opinions about changing low-income groups’ identity attitude. This will not only arousethe whole society to focus on the problems of urban low-income group, but also be able toguide this group to set up an independent concept, and strengthen self ability, so as to makethemselves better into the city inclusive, equal and harmonious ambience. At the same time tosolve the problem of Baoding urban poverty has important significance, evev for the centralregion and nationwide to alleviate urban poverty problem also has the reference significance.This thesis is divided into four parts. The first part provides the research background, thepurpose of the study, as well as the significance of the thesis. Besides, the paper tackles therelavant literature and introduces the subjects, meothodology as well as the innovations. Thesecond part introduces the basic situation of the group’s living conditions, activity space,income condition, cultural level, professional skills, and mental state. The third part analyzesthe proportion of the low-income people identity attitude, the causes of poverty produce, theeffects of poverty cultural, and the process and result. The fouth part combines with theexisting social security policies as well as shortages, proposeing appropriate countermeasures,and helping them out of poverty.
