China’s social management into the pre-reform and post-reform and opening twostages of development, reform and opening up in front of the stage of China’seconomic system is a planned economy, in this kind of economic system adopted bythe Government in the form of management is fully managed, so with theGovernment the role of management compared to the role played by socialmanagement functions are limited. Since the reform and opening up, the Chinesegovernment will focus on economic construction, considered the social developmentof the country but it is not enough emphasis on building management functions.Since the1990s, along with the economic and social progress, the social structure ofour country have changed, at the same time increase the social contradictions andconflicts will not conducive to China’s economic development and social progress.Therefore, strengthening social management functions of government has become akey government for future development.On the current situation, to study how to improve the government’s socialmanagement functions, how to improve the level of government management ofsociety, how to improve the management of the social functions of government willhave great theoretical and practical significance. Mainly because of the government’sability to improve the management of society ’s economic and social development ofour country not only has a significant positive effect, but also the country to fullyimplement the scientific concept of development, and to achieve the necessarypreparations for Chinese dream of building a moderately prosperous society. Socialmanagement functions of government are enhanced also help strengthen our country,and the transformation of government functions.
