As a part of urban public transportation system, the urban rail transit is important foreasing urban traffic pressure and promoting the development of urban economy. At present,the urban rail transit industry in China has stepped onto the path of fast development period.Because the urban rail transit industry has obvious characteristics of natural monopoly,there is still the necessity of government regulation. The present study on governmentregulation in our country has not yet reached the maturity stage. While the study ongovernment regulation of the particular industry even needs our further exploring anddeveloping. Based on this background, it is with the urgency and great realistic significancefor studying on government regulation of urban rail transit industry in China.In this paper, based on the analysis of related research at home and abroad, firstlyintroduced the connotations and development of urban rail transit. Through the analysis ontechnical characteristics and economic characteristics of urban rail transit industry, it isnecessary for the government to carry out regulations on it. Then we conducted a systematicreview on the natural monopoly theory and the government regulation theory, which are thebasic theory for studying on government regulation of urban rail transit industry. And putforward that the regulations should involve entry, prices, service quality, and incentiveregulation. Further on, the problems of current regulation of urban rail transit industry andits reasons are analyzed. At the same time, we introduced the mature experience onregulation of urban rail transit industry in Pairs, London, Singapore and Tokyo.Finally, we put forward some suggestions for its improvement. Firstly, the paperproposed advice on basic ideas and principles of its reform. Based on those, the paper madethe specific suggestions: regulation authority could ease the entering regulation under acertain conditions; advancing the level of price regulation; pay more attention to theregulation of quantities and service quality; apply more incentive regulation policies toenhance the efficiency.
