Currently,the international cooperation of the cross-border banking supervision isstill limited to the supervisory cooperation between the home country and the hostcountry,especially the consolidated supervision. On the background of the financialglobalization,the simple cooperation of parent supervisory authorities and hostsupervisory authorities hasn’t yet satisfied the effective banking supervisorysystem,moreover,another problem can not be neglected that home countries and hostcountries manage the supervisory information resources unequally,and it is unfair forhost countries to bear such obligation,within the framework of consolidatedsupervision,the obligation of the third country(opposite to the host country and thehome country) is neglected. The consolidated supervision of international banks bythe host country and the home country is an efficient way to prevent and reduceinternational financial risks,bring down supervision cost and avoid conflicting ofrelevant laws of different countries.Through analysis of the necessity and current situation(bilateral joint-supervisionbetween the home country and the host country;multilateral joint-supervision amongthe regional organization and the world organization) of the mechanism ofjoint-supervision and problems,the thesis explores the root of weak domino and lowefficiency of the mechanism of consolidated supervision and put forwards relevantsolutions to resolve these problems and choices for China to participate in theconsolidated supervision of international banks.During the writing of the thesis,the author has been greatly enlightened by thestudies of predecessors. The author hopes that, based on those studies and hisknowledge accumulation,he could make some innovations. Among the solutions putforward in the thesis, some have been previously discussed by scholars,some havenot.The author hopes that those new viewpoints will be helpful for resolving theproblems and improving the practice in China. Nevertheless, Owning to the short offinancial knowledge,there is still lots of room for improvement and he is open toadvice and suggestions of experts and scholars.
