Effectiveness Analysis Of Democratic Supervision Of Jiu San Society Of Guangzhou Committee

China’s political party system is the system of multiparty cooperation and politicalconsultation under the leadership of the Communist Party of China, the Communist Party is atthe leading and ruling status, the ruling party; the eight democratic parties are Chineseparticipating parties. China political party of democratic supervision of the ruling party,mainly refers to the political supervision of the party and state organs carry out the ChinaCommunist Party work in politics, social management process, is an integral part of China’ssupervision system. The purpose of democratic supervision of democratic parties is tostrengthen and consolidate the leadership of the Communist Party of China, to providedifferent voices for the ruling party, to illustrate a more comprehensive understanding of theactual situation, to make the decision more democratically, scientifically, so that the ChinaCommunist Party can gain better ruling basis. Since The18th National Congress of theCommunist Party of China, President Xi Jinping has repeatedly stressed the need to perfectthe power restriction and supervision system, and urged to build a power operation systemwith scientific decision-making, firm execution and forceful supervision, so as to formscientific and effective power restriction and coordination mechanism. This shows that thepower restriction, the building of supervision system construction force was imminent, andthrough its overall visual, this meeting proposed a clear direction of reforming, regulated thedirection of exercising power for deepening the reform of the political system. The plenarysession stressed the need to strengthen the Chinese Communist inner-party supervision,democratic supervision, legal supervision and supervision by public opinion, integratingstrength the supervision to ensure “where the power exercises, where supervision follows".However, there is a long road for Chinese democratic supervision to run from presentsituation to the full sense of democratic supervision, known as the tendency of mere formalityfor the implementation of democratic supervision. Nowadays, the supervision still exist suchproblems: untimely information acquirement, unsmooth information tunnel, singlesupervision method, loose organization without embodying the whole function, limiteffectiveness and low quality of supervision. Jiu San society is based on the science and technology sector, with high levelintellectuals political alliance party. It is a participating parties who devoting itself to thecareer of socialist democracy with Chinese characteristics, which accepting the leadership ofand cooperating with the Communist Party of Chinese. There are generality between Jiu Sansociety and other participating parties in political status, function and mission. Since that Iraise the example of the Jiu San Society of Guangzhou Municipal Committee, to demostratemy analysis to the problem of democratic supervision, and searching to the methods ofimproving effectiveness of democratic supervision in participating parties.Through case tracking, questionnaire and depth interview, This paper analyzed the realityand the main problem of effective democratic supervision in the Jiu San Society ofGuangzhou Municipal Committee, try to dig out the factors which affecting and refraining theeffectiveness of democratic supervision. In this paper,,I sum up3constraints: Top-leveldesign (constrains from political system),Operation mechanism (imperfect failsafemechanism),Participating parties’problems.From that, this paper produces the blow solutionsto improve the effectiveness of democratic supervision in participating parties: enhancing thesystem building of democratic supervision, provide the enviroment and condition fordemocratic supervision, consolidate the ability of participating parties and enforce the wholefunction of supervision.
