Rural Minimum Living Standard Security System In The Implementation Process Problems And Solutions

Rural minimum living security system (RMLS system) is supplement of the basic livingmaterial assistance for those rural destitute people， according to the local governmentaccordance with the minimum living security standard，whose household per capita net incomeis lower than the local minimum standard value of that. The development and consummation ofthis system is basic on the Quantitative life regularly relief system for rural destitute people.Now，RMLS system has become a standardized social security system. The implement ofRMLS system is one of the basic projects for constructing rural social security system，and isalso an important content for building the new socialist countryside. So far，the RMLS systemhas stepped into a new stage，and has been concerned by general range about how to improvethe system fast and perfect. This paper figures out main problems in the policy implementationof RMLS system，which is basic on the empirical studies of Dunhua，Yanbian Korean nationalminority autonomous prefecture of Jilin province.And also the paper gives out several feasiblesolutions to solve those problems. There are four parts and chapters in total.Part one，the theoretical explanations. This part contains the first chapter. In this chapter，the background and the purpose as well as the meaning of this study will be given. At the sametime，the paper summarizes and commands some domestic and foreign literatures which talkingabout the rural minimum living security，and discovers problems for the opinions of solvingthese problems. And also，in the later part of this paper，some simple indications about thestudying methods and applied theories will be given corresponding to this chapter.Part two，synopsis of sampling area. In this chapter，the minimal assurance situation in thesampling area，the basic situation of the sample，as well as the implemental situation of ruralminimal assurance will be indicated simply.Part three，comprehensive analysis，which including the whole third chapter. This part canbe divided into two branches. The first branch will talk about four problems unearthed from theimplementation of rural minimal assurance. These problems are the operating procedures are notstandardized，the existence of "controversial security"，"human security"，"security relationship"phenomenon，the unscientific setting of the rule，the unsound mechanism，as well as thedifficulty in financial supervision. The second branch will summarize the six problems talkedbefore，and will find the resource of these problems. Simultaneously，the reasons of thoseproblems will be analyzed in this part to bedding for the fourth part of this paper.Part four，the problem solving part，which includes the fourth chapter. Though studying and analyzing the three parts in front，this part will give optimization method and paths for theproblems in the RMLS implemental process，and will solve the practice problems in four aspects.These aspects are strengthen government function，correctly understanding the minimal securitypolicy and paying attention to the minimal assurance，scientific setting of the security object andstandard，completing the policy and rules，building rigorous mechanism，and lastly，Strengthening the financial supervision of subsistence allowances. Hopefully the country，thegovernment，native countryside and rural family will solve the existing problems through theseaspects，and make the RMLS system become normalization，scientific and healthy.The last part is the ending of this paper. The foundation and meaning of this study will besummarized，and the insufficient of this study will be figured out. Hope to provide useful help toother research.
