China's Rural Social Security System, The Legislative Idea

Our country is a typical large agricultural nation, agriculture, countryside and farmer is the core questions in China economic society develops which not only is an economic problem, but also is a politics and the social question. The rural social security is important constituent of our country social security system which relates the countryside reform further deepened and the rural economy sustainable development down to entire national economy coordinated development and society's long-term peace and good government. In the party and the government consistent attention, the rural social security system had the certain development , but it is also backward compares with the city social security system ,thus has affected the countryside and the entire society's development, and becoming the bottle-necked handicap of Chinese modernization and the reform of the rural marketing. Based on monocracy, this essay argues that Chinese rural social security system should be built with the standard thought of the whole social safety and profit and the justice. Rather more, it should be built with principles of the development right, justice and efficiency and the equilibrium of rights and obligations, in which the institutions will be jurally to insure the human dignity and freedom with the force of monocracy in the modernized cultural country. This article from the legal, legislative perspectives on how to establish and improve the legal system of rural social security, use of an analysis, synthesis, a comparison for researching, putting forward countermeasures, hope for doing some contributions for the establishment of new rural social security legal systems. There are four chapters in the paper:Chapter one: Historical review of rural socially security. History is a mirror of the present. We must have in-depth acknowledge and thought on the evolution history of rural social security system so as to establish a brand-new one. Chapter one has introduced and analyzed the development process of our country rural community system of safeguards and the existence questions, in order to pave the way for the following analysis of the need for legislation.Chapter two: The necessity and imperative of establishing legal system of rural socially security. The rural community system of safeguards is an important component of our country social security systems. The establishment and development of it has the reality inevitability and the time pressing. This chapter further elaborated the present situation of China's rural social security system, existing problems, as well as the important reason for these problems-----legislative deficiencies, and further advocates the current difficulties faced by.
