With the rapid advance of our society, the public safety incidents occur frequently.The Armed Police Force, as the pioneer and backbone of maintaining the social stability,need to enforce the study of how to handle the emergency events, and then enhance thecombat capability under informatization conditions.Some efforts have made to provide theoretical supporting for maintaining thesociety stable, however, the existing research cannot meet the requirement of existingapplications, which lies in: Firstly, the patrol routes were not properly planed accordingto the task district, therefore those planed routes are always disordered. Secondly, it isdifficult to optimize the allocation of forces to completely handling multiple tasks whenfacing multiple emergency events. Thirdly, the dynamical adjusting of routing planscaused by roadblocks were not taken into consideration, which is necessary forchoosing the suitable dispatch routes. Aiming at solving the above problems, thisdissertation studies the following issues:1. For the issue of police patrol, combined with Dijkstra and K-means algorithms, anew patrol strategy and a quantitative evaluation for patrol strategy is proposed. Basedon the Dijkstra and K-means algorithms, an optimized method for assigning patrol areais studied to improve deployment of police cars. Given the dynamic condition of patrolroute and concealment of patrol discipline, we put forward a route planning algorithmbased on patrol history and priority of roads, providing a police car configuration andpatrol plan.2. For the issue of deploying army force, allocation strategy in emergent conditionbased on genetic algorithm is studied. Given the condition that multiple events mayhappen in the same time, the paper proposes a genetic-based algorithm to allot troopstreating with multiple unexpected events occur at the same time, which solves theunreasonable allocation in response to multi-point emergencies.3. For the issue of choosing routes, an approach based on Floyd algorithm todetermine the optimal dispatch route was presented. The approach revised the Floydalgorithm and take the traffic lights, traffic accidents and traffic congestion and otherroadblocks into considering, and can predict the dispatch route in advance and adjust ittimely.4. We design and implement software modules of decision support for armedpoliced force responding to emergencies. The prototype system verifies theeffectiveness of key technologies proposed in the paper, for example, the patrol routecalculating, troops assignments and dynamic route planning. Techniques studied in this paper makes a useful exploration for the Emergency Department of the Armed PoliceForce in the future, and lay theoretical foundation for improving the ability to deal withemergencies.
