Soft power is a useful concept of political theory and sociology developed by J.S. Nye Jr.in1990. The purpose of this study is to identify the relationship between soft and hard power attwo levels: national level and international one. The relation between the hard power and the softpower gives the fact that the growth of the hard power can’t automatically promote the growth ofthe soft power, while the strength of the soft power relies on the government’s political wish andnational will, along with the long-term molding, operation and construction. So molding softpower should be taken into account from the strategic perspective and the molding systemshould be formed gradually so as to create circumstances for China’s rise.Beside, the research indicates the main ways of this relationship; emphasize majoradvantages and disadvantages of soft power. With the globalization and information-centeredbackground of the day, the position and function of the soft power are increasingly becoming sonoticeable that it is considered as the important criterion and significant instrument on theinternational relation system. The influence of soft power is remarkably increased in nowadaysworld politics.The research outlines domestic and foreign cultural policy analyzes the fundamentaltrends in the study of China foreign cultural policy by Chinese and European researchcommunities, identifies the basic principles, courses and benefits of this policy.
