A Study On The Equalization Of Basic Public Services In Jiangxi Province

In the past30years, China has a rapid economic growth, but it is also facingmany social problems like ecological deterioration, widening of regional disparities andgap between rich and the poor. Basic public service’s contradiction between supply anddemand has had a big influence to social welfare, fairness, stability and the coordinateddevelopment of regional economic. While it was first proposed in2006, as to theformulation of national basic public service equalization system has been legislated in2012, it reflecting the national policy will be gradual put more responsibility and effortto promote a balance development between economic and society.On the basis of some reference research, we define the concept and connotation ofbasic public service equalization and intend to find problems in Jiangxi Province’s basicpublic service process. In this essay, we focus on use descriptive statistics and factoranalysis method to an empirical analysis of the regional differences of basic publicservice in Jiangxi Province. By factor analysis method, we acquired the performancelevel of basic public services in Jiangxi’s11districts, and applied the analysis result tothe influencing factor’s theoretical examination on the equalization of basic publicservices, it also provide a description and evidence to made Jiangxi Province’s basicpublic equalization countermeasures.The main point of this article is: First, put the reform of fiscal expenditureclassification institution and government performance evaluation system in the firstplace, and then focus on achieving equalization in region and rural areas, thus adjust andnarrow inter-provincial basic public services’ gap; Second, In recent years, Jiangxiprovincial government’s transfer payments by the central government and citygovernment’s transfer payments by the provincial government all have a larger increase.To some extent, it provide a financial guarantee for the realization of basic publicservice equalization the goal. And the finance gap between Jiangxi’s11districts hasappreciably declined in the year2005to2011, transfer payments shown the effect offiscal equalization, but the effect is not obvious, and since2007to2011, fiscal transferpayment’s equalization effect has been weakened; Third, along with rapidlyurbanization, Nanchang region has already turn up obvious traffic jam, lack of socialsecurity and other big cities disease, it’s basic public services has lagged far behindeconomic development while "small city" Xinyu and Pingxiang who have a highdensity of population and smaller areas had a highest level of basic public services. Thus, we propose the following measures to promote the equalization of Jiangxi’sbasic public services: First, improve the performance of financial investment in basicpublic services area; Second, reform public service management system by integratingpublic service sector, improving the government’s responsibility evaluation mechanismsand adjusting administrative divisions; Third, enhance the quality of urbanization,steadily promoting the sharing of basic public services between urban and rural areas.The innovation of the article is, it taken a more in-depth discussion of related conceptsand theoretical basis for basic public services, using descriptive statistics and factoranalysis method to test the performance of basic public service’s influence factors invarious districts within Jiangxi province, and putting forward some suggestions.
