Predicament And Countermeasure Of The Rural Public Goods Supply

Since ancient times, China is a large agricultural country.Agriculture promotesallindustries and the country becomes prosperous after the farmers get rich. The stabilityof rural areacontributes to the social stability of the whole country. Currently, ourcountry has entered to the building a moderately prosperous society, facing theimportant development period of the economic transition and social transformation.The harmonious development of the rural areas has become an important foundationfor China’s economic stability and social progress. Among all the issues on the vitalinterests of the farmers in the "agriculture, country and farmers", quite a lot of theproblems is the public goods supply to the rural areas. The supply of public goods inrural areas has significant influence on the development of agriculture, rural progressand farmers’ production andlives. Therefore, solving the problem of the supply ofpublic goods in rural areas is an extremely important way to relieve the problem of"agriculture, country and farmers" issues. It is the duty of all levels of government inChina to providethe necessary public goods to our farmers. In recent years, theChinese government is continuingly issue different preferentialagricultural policy,such as the No.1Central Document introduced for continuous ten years from2004to2013has now become the terms which shows that CPC Central Committee hasattaches great importance to rural issues. However, the problems of rural public goodssupply have been widespread in China’s vast rural areas. The lack and low quality ofrural public goods supply, as well as the unbalance relationship between supply anddemand leads to the stagnant of China’s agricultural, the social conflicts in rural areasand the slow growth of farmers’ income. Effective supply of rural public goods is animportant guarantee to promote the sustainable development of the rural economy, tomaintain security and stability in rural areas and improve farmers’ quality of life. Sothe study of effective supply of public goods in rural areas from governmentadministrative point of view has important theoretical and reality significance.This article has focused on the problems of rural public goods supply, combinedwith related theories, to conduct a more in-depth study on how to resolve the plight ofthe rural public goods supply. The first chapter in the literature has elaborated thesignificance and research methodology onthe problem of rural public goods supplyonthe basis of related researches at home and abroad. The second chapter is the study ofthe basic theory of public goods, including the definition of public goods, the characteristics and the concept,characteristics and basic functions of rural publicgoods. The third chapter analyzes the status quo of China’s rural public goods supplyand the problem of current period. The fourth chapter focuses on the causes for thecurrent supply problems. Chapter fivehas put forward specific suggestions andsolutions to the problems. The problems on rural public goods supply has a range ofcauses: non-balanced urban-rural dual system, the lack of expression mechanism forfarmers’ needs, the unbalanced supply and demand caused by the governmenttop-down decision-making, unclear definition of government power and the solechannel for the goods supply. I think we can solve the problems by following fourdirections: establish and improve the government system and funding mechanisms forthe rural public goods supply,build a decision-making mechanism of demand-orientedsupply of public goods in rural areas and the diversity of rural public goods supplyguiding by the government.There are many researches on the supply of rural public good, while less on thedemand side. This article attempts to normative and empirical analyze on the ruralpublic goods from both supply and demand. I have improvedthe rural public goodssupply model by four kinds: government supply, market supply, voluntary supply andPPP supply. To promote the effective supply of rural public goods, we should adhereto the government supply, strengthen market supply, voluntary supply and PPPsupply.We should make full use of the comparative advantages of the various modesof supply. Combined with China’s current macro-economic changes in the socialenvironment, and on the basis of the analysis of the theory and practice of current andfuture, I clearly pointed out the coordination between supply and demand of ruralpublic goods lies in the institutional innovation. We should build a rural public goodssupply systemwith the demand-oriented of farmers, construct a diversified supplypattern dominated by the government supply, and actively promote thedecision-making system of public goods in rural areas as well as the innovation ofmanagement and supervision system.
