Research On Farmers’ Equal Rights Under The Vision Of Harmonious Society

China is changing from the traditional agricultural society to a modernindustrialized country .Farmers have made great contribution to the development ofeconomic and industrial in China. But equal rights have not been fully realized. Therights difference of rural residents and city residents gradually affected theimprovement of our democracy and legal system, damaged social fairness and justice,restricted social and economic development, even affected social stability andnational long-term stability. The Party Central Committee proposed to build asocialist harmonious society, Meaning in the title of a harmonious is democracy andthe rule of law and fairness and justice. Solve the farmers’equal rights issues is notonly the need of properly handle the“three rural”issues and promote the new ruralconstruction, but also the inherent requirement of improving the state of democracyand the rule of law, promote the social fairness and justice, and the objectiverequirements of implementing the“people-oriented”, coordinating the urban and ruraldevelopment, and carrying out the scientific concept of development.The paper started from the theory of equal rights, with the development track ofthe China and western equality as the main line, explored the basic connotation ofequal right, and defined the related concepts, features and content of farmers’equalright in our country, pointed out the importance meaning of the realization of farmers’equal right for the construction of a harmonious socialist society. That is conducive topromote fairness and justice, promote the social democracy and the rule of law,safeguard social stability and order, and promote the social harmonious development.Although farmers’equal rights made some progress in the field of economic, political,cultural education and social security, the privilege level of thought in Chinesetraditional ideology still exists; the urban-rural dual economic structure limits thefarmers to exercise their rights; legal system lag behind in social development,defective right to relief, lead to farmers’economic foundation is weak, politicaldiscourse has been weakened, cultural and educational rights are not fully protected,comprehensive coverage of farmers’social security has not yet been fully realized.These factors lead to a serious imbalance between urban and rural development,constraint and affect the full realization of farmers’equal rights, it is not conducive tosocial and economic sustainable and healthy development.Therefore, according to the requirement of harmonious society“fairness and justice, democracy and rule of law, honesty and fraternity, vigor, stability andorder ,harmonious relationship between man and nature”, we should implement the“people-oriented”, enhance the sense of equality and overall quality of farmers,promote the farmers’development in an all-round way to protect the basic humanrights of farmers; implement the basic strategy of“rule of law”, improve the socialdemocratic and legal systems, establish an effective legislative mechanism,monitoring mechanism and relief system to protect farmers’equal right; deepen thereform of the household registration system, enhance the social vitality, improve theeconomic status of farmers, and strengthen the rights of villagers autonomy ,andprotect farmers’right to speak, in order to maintain social stability and order, promotethe building of a harmonious socialist society.
