Study On Han Culture Promotion Branch In Qiande County Of Xinjiang During Republic Of China

Xinjiang Qiande County Han Culture Promotion Branch,a mass cultural organization with government-run nature, was founded in August 1939 during Sheng Shicai’s governing of Xinjiang. The branch promoted the development of education and culture, and played a role in disseminating progressive ideas and stimulating people’s patriotic spirit.This article discusses the main activities and the impact of Qiande Han Culture Promotion Branch in four parts. The first part is the historical background of the establishment of the branch. This section analyzes the political, economic, and cultural situation in Xinjiang around the times of the establishment of the branch;and the process of the establishment of the Xinjiang Han Culture Promotion Association(hereinafter called as ‘Xinjiang Han Culture Association’) and Qiande County Han Culture Promotion Branch. The second part is the operation of Qiande Branch. It discusses the charter, organizational structure and balance of payments of the branch.The third part describes the specific activities of the branch, details as developing culture and education, undertaking anti-Japanese national salvation and social welfare activities. The fourth part analyzes the historical role and its limitations of the branch. Even the Qiande branch made contribution for enlightening people and personnel training, though inside there were some problems, such as concept behind,corruption and so on.
