Teachers are the foundation and the recourse of education. Having a good teaching staf f is the key to personnel training. W ith the development of the society and acce lerating of internationalization, English has become m ore and more important, the demand for English talents is bigger and bigger. In recent years, under the background of the Western Development Drive and deep ening comprehensive reform of education field, under the leadersh ip of The T ibet autonomous region government, higher education in T ibet develops rapi dly. The construction of college English t eaching staff has made r emarkable development. The college En glish teaching staff has cultivated lots of talents, which is a huge contri bution to Econom ic and social development and long-term stability of Tibet. However, Tibet is a ethnic minority area, which locates in the border area. Natural condition is not good. Economic development is slow. Higher education is undeveloped. Because information is less, the contact with outside is less. So there are many problems and dif ficulties in college English staf f construction, which puts off the quality of personne l training and the developm ent of higher education in Tibet. In order to blend in the strategic need of The Belt and Road Initi ative, serve su stained and sound devel opment of economy and society, Combined with the fact of colleges in T ibet and improve talents’ English accom plishment, we have to construct a well-quality college English teaching staff, which is very im portant and necessary.The author takes the college Englis h teachers in Tibet as the object in this paper, using the research methods of investigation、documentary and interviewing, to study the cu rrent situation and problem s of construction of college English teaching staff in T ibet. Applying Maslow’s hierarchy theory 、Human resource management theory 、Expectancy Theory 、 Lifelong education Theory, analyzing the characteristic of college English t eaching staff and the rule of talents growing and development, the author try to explore the proper way to construct the college English teaching staff in Tibet.This paper is five parts. The first part int roduces the background, significance, the key concepts, literature review and research methods of the paper. The second part studies college English teaching staf f’s current situation according to their number, structure, work satisfaction, work quality. The third part seeks th e problems of the college English teaching staff.The four part analy zes reasons. The last part comes up with the ways and suggestions to c onstruct the college English teaching staff.
