In the rapid development of 21 century, social production urges the national economy and industrial structure to adjust themselves gradually. To adjust to the requirements of social development, higher education also need to revolutionize and perfect with the development of economy development. The master of Education Degree was set up just under this background. Among that Full-time Education of Master of Education functions an important role of Master Education Degree, which played a fundamental and crucial part in the development of education career in our country. Students as the subject of the learning activity, their initiative is a key to the learning effect and the result of the learning activity. Students’ learning are more dependent on their learning autonomy in the phase of advanced education. Therefore, the research on the learning power is absolutely of meaning and value in improving the quality of full-time education of masters in English education.The study investigated the present condition of students’ learning power based on the theory of learning power. Questionnaires and interviews were used to gather data from some of the full-time education of masters in English education in the years of 2014 and 2015 in Shaanxi province which set up this major. It aimed at to learn about the the present condition of learning power and its influence factors and recommend some targeted suggestions and strategies to improve the learning power of full-time education of master in English education.The study showed that the overall situation of full-time education of master in English education is good, but some students lack learning power, secondly, students’ learning power is affected by the internal factors such as learning motivation, learning interest and external factors such as school curriculum, teachers, learning environment, etc.Finally, based on this, the relevant measures of improvement from the aspects of strengthening self education, improving the way of cultivating and optimizing the social environment are summarized to provide new ideas and perspectives to improve students’ learning power. As a result to improve students’ learning initiative and achieve the goal of improving students’ learning quality.
