The Research On The Preparation Of The National Representative Conference In 1925

In 1925, the Duan Qirui Provisional government tried to realize the peaceful reunification of situation of the Beiyang. Hence, the national representative conference were in preparation and organization actively. Though the Duan Qirui Provisional government was willing to prepare this conference, it lacked military strength, existed serious partisan struggles, had domestic political activities which were held by Chinese masses frequently and other reasons. It is difficult for the Duan Qirui Provisional government to grasp the chance to re-integrate the power of the Northern Warlords.During the Duan Qirui Provisional government’s preparations for the national representative meeting, Duan Qirui set up a special preparatory office for the national representative conference. It is responsible for the Duan Qirui Provisional government directly as a temporary setting institution. It is required not only to co-ordinate arrangements for the date of the election around the nation, consult the relevant selection services,formulate rules and regulations, but also bears to raise election funds, handle election frauds,receive senators and other supportable affairs. It fulfills its responsibilities in the presence of nearly nine months.Although public opinion at that time had doubt in preparation and organization of the national representative conference, but this election improves the people’s political participation, and fully mobilizes enthusiasm of political vote. It is not easy to do these things in terms of the political environment at that time. Preparations for the national representative conference could be seem as the last strive for the peaceful reunification of the Beiyang govrenment. While the national representative conference ended without success, it means that Duan Qirui failed in integrating the northern power. At the beginning of 1926,Duan was driven to step down, therefore constitutional design by the national representative conference was gave up halfway. The failure of the preparations for the national representative conference not only leads to the crisis of Duan’s government, also indirectly results in the collapse of the Northern Warlords system, thus losing the legitimacy of ruling.
