A Study On The Provisional Council Of Shangdong Provivice Of The National Government

In 1937,the "July 7th incident" broke out,and the national crisis was unprecedentedly severe.The voice of the whole country to unite in the Anti Japanese war was increasingly strong,thus the prelude of China’s comprehensive anti Japanese war was opened.In order to unite the national anti Japanese forces and win the war of resistance against Japan,the national government announced the establishment of the national political conference in 1938,and held the first national political conference in July of the same year.The National Political Consultative Conference laid the foundation for democratic autonomy.On this basis,the national government established the provincial,municipal and county temporary consultative conferences to consolidate the democratic construction.The Shandong Provincial provisional Council of the national government came into being and was established in 1942.However,due to the fall of Shandong during the Anti Japanese War,the first Congress did not really perform its duties as an organ of public opinion.In 1946,the second session of Shandong Provincial Provisional Senate of the national government was held,and its work began to carry out normally.In 1949,when Qingdao was liberated,its operation stopped completely.During the meeting,the Shandong Provincial provisional Council of the national government put forward a lot of practical and effective motions on behalf of the public opinions,focusing on the protection of human rights,economic development,improvement of people’s livelihood,reform of education and other major aspects,which effectively promoted the process of democratic construction in Shandong Province.It is a positive democratic practice.However,as the public opinion organ of Shandong Province,the Provisional Senate of the national government of Shandong Province was elected by the way of selection,and its chief and deputy speaker,secretary general and other important positions were appointed by the national government,which weakened its democracy to a certain extent.At the same time,in the process of the implementation of the motion,the Provisional Senate of Shandong Province is faced with not only the factional problems of the internal senators,but also the constraints of external factors such as the shortage of funds,turmoil,and the control from the central government and the provincial government.Its functions are greatly restricted.As a public opinion organ,its role of representing public opinion and supervising the government is also limited.
