The establishment of the GG (General Governor) and PG (Provincial Governor) System was an important revolution in the history of Chinese official system, and it was also an adjustment for the Central to rule the local after the creation of the Three Division System since the beginning of Ming dynasty. The general governor of Guangdong and Guangxi is the highest local official whom was dispatched by the central to command and manage all the military affairs and daily routine work for Guangdong and Guangxi, and till Qing dynasty it became the biggest governor of a border province on legal sense. As the special group on the local political organization, every general governor’s policy instrument to govern Guangdong and Guangxi is different from each other. Chapter 3 and Chapter 4 will discuss separately about the problems of how to dispose of the armed unrest from YAO and ZHUANG minorities, the establishment and abolishment of the TUSI system, the strategic balance between Guangdong and Guangxi, Hubei, Hunan and provinces, the policy game between the central and local officials from these provinces, this paper announces the ideas that the decision-making of the general governor not only be effected from his political opinions, but would be severely restricted by the emperor, the minister of the imperial court and the senior or local official of Guangdong and Guangxi.On the base of summarizing the main views of this whole thesis, the epilogue also make an brief analysis for the establishment of the governor general lead a deeply influence to the social controlling, the man land relationship and the National-Integration.
