The Research On Equalization Of Basic Public Cultural Services In Urban And Rural Areas In Jiangsu Province

Public culture is an important force to promote the development of advanced productive forces, it is an important factor to improve the soft power of a country, it also has great influence on achieving the Chinese nation’s bright prospect on the road to revival. For over 30 years of reform and opening up, the Party and the state put the construction of material civilization and the construction spiritual civilization in the same important position. The Party and the state not only pursues the rapid economic development, but also attaches great importance to the development of public cultural services.In November 2013, "Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform" pointed out:We will establish a coordination mechanism for building a public cultural services system, make an overall plan for building a network of service facilities, and try to provide standard and equally accessible basic public cultural services. In this context, this article has important theoretical and practical significance to how to achieve basic public cultural services equalization of the whole society through the research on equalization of basic public cultural services in urban and rural areas in Jiangsu province.On the basic expounding of the connotation, index and relevant theories of the equalization of public services, this paper focus on analysing the current situation and the real challenges of the equalization of basic public cultural services in urban and rural areas in Jiangsu province. Then, this paper put forward the overall development and corresponding countermeasures of the equalization of basic public cultural services in urban and rural areas in Jiangsu province on the basic of using for reference of the experience of other countries and regions.In recent years, Jiangsu province actively promote the construction of public cultural and achieved remarkable results. However, due to the influence of various factors such as economic development, government functions and the public itself,financial pressures of basic public cultural services in Jiangsu Province increased, it put forward higher requirements on the construction of basic public cultural infrastructure, the cultivation of talent and the provision of sevices.As to how to promote the development of the equalization of basic public cultural services in urban and rural areas in Jiangsu province, this paper argues that:Jiangsu should increase financial input and innovate financial input mechanism; makelaws and regulations to promote urban and rural public cultural services equalization to ensure the legitimacy,purposiveness and sustainability of the related measures;develop and innovate public cultural services supply mode and service mode in rural areas such as expanding the providing stakeholder of rural public cultural services,mobilizing social forces widely, improving the long-term effective mechanism of "grow culture" and so on; strengthen the construction of public cultural service personnel, attract outstanding professionals to join the public cultural services team through incentive mechanism and focus on the development of the grass-roots level public cultural services personnel.
