The Era Of Big Data Information Ethical Issues To Explore

Information network technology and the wide use of smart devices, data around the world show fission developing state, it also marks the human society has entered the era of big data.Big data in bring the enormous capacity in all aspects of human beings and cause a series of new ethical issues and even illegal crime problem. Such as information is not true, infringement,privacy and other issues. The information ethics problems not only destroyed the big data environment and led to a series of social problems. How to constraint and regulate the behavior of people in the big data environment information has become an urgent need of ethical questions.In this paper, on the basis of reviewed research status at home and abroad, the ethics of large data and information related concepts are expounded. Rapid development in the big data,under the situation of some new ethical issues appear constantly not met before, these ethical problems also diversified and complicated situation, it is necessary to build suitable for large data of good information ethics. Big data is presented in this paper, the necessity of construction of information ethics, points out the era of big data information activity process is divided into generation, storage, transmission and use four stages, and the big data era significance to strengthen the construction of information ethics and social function are discussed. This article from the four stages of the process of information activities of the era of big data are pointed out respectively information ethical issues, and from the technical level, social level and body level analyzes the causes of information ethics problems. At the social level, bits of the system,leading to large data management disorder; In information behavior main body level is characterized by information alienation and ethical consciousness weakening. Finally this paper proposes to build the body of the big data information ethical elements and five basic principles and implementation approach. Main elements are people, information, and information media,the five fundamental principles: people-oriented, harmless, justice, respect and the principle of informed consent; Implementation approach mainly for six aspects, respectively is to strengthen the information ethics education; Study and establish the era of big data information of ethics;The technical ethics consciousness, strengthen technology innovation and management;Establish and improve the data information laws and regulations; Use of public opinion,perfecting social supervision mechanism; Improve the main body of moral self-discipline.
