With the development of economic globalization, our country’s economy become a part of the world market, and begins to occupy the important position in the world economy. Nowadays, China’s import and export trade has come to a new stage, the traditional pattern of inspection and quarantine supervision has no longer adapted to the requirement of the current situation. In this context, speeding up the organization’s learning to adapt to the changes in the environment becomes an important task of inspection and quarantine departments. The construction of organizational culture innovation is a spiritual motivation to further promote rapid development for inspection and quarantine departments. How to face and solve the problems of new emerge in endlessly? Shenzhen inspection and quarantine departments realize that, continuous learning and overall study will help to improve business ability and service quality to the greatest extent, and then overcome various difficulties smoothly. Therefore, it is wise for Shenzhen inspection and quarantine bureau to set learning organization culture construction as future strategy under the new situation. How to construct learning culture in Shenzhen inspection and quarantine bureau? This is the main content of this study.This study is approached according to the form that “find problem”' “analyze problem”' “solve problem”. Firstly, the research analyses the background of the inspection and quarantine bureau of Shenzhen and gets the necessity of the learning culture construction. Next, the research introduces the current situation of organization culture construction of inspection and quarantine bureau of Shenzhen. Through questionnaire investigation, the research gets organization members’ perception about the learning orientation culture. Get the following main conclusions: first, Shenzhen bureau’s culture doesn’t characteristic by conservative, bureaucratic, and administrative color, but an open and innovation oriented culture. Second, Shenzhen bureau to some extend has traditional administrative culture color, far away from learning organization culture’s characteristics, such as, tolerance, innovation, win-win College, dynamic system. Third, Shenzhen bureau’s learning culture construction is faced with two problems: cultural construction purpose and unclear orientation, administrative culture is relatively strong. At the same time, there is some basis for the construction of a learning culture, such as the early construction of organizational culture begun to take effect, a staff team of young and innovative.On this basis, this study puts forward the pathway of the learning culture construction of Shenzhen inspection and quarantine bureau. Content mainly include the learning culture connotation and element analysis, the main content of cultural construction, cultivate steps and safeguards. Based on individual learning, team learning and organizational learning, this study parse Shenzhen inspection and quarantine bureau elements of the learning organization culture, and make clear the core content of the learning culture construction. Then this study raise set up the learning values first, and then establishment and perfection of the learning norm system and reasonable build learning material culture, only three levels corresponding and implements the learning culture cohesion, Shenzhen inspection and quarantine bureau to build real learning oriented organization culture. In addition, in the cultivation of the learning culture construction should follow the following steps:(1) to analyze and evaluate the present condition of the organization’s culture.(2) to the learning culture construction plan;(3) the implementation of the learning culture construction scheme and to evaluate its effect on a regular basis. Finally the learning culture construction guarantee measures are put forward:(1) give full play to the important role of leading cadres;(2) establish and improve the incentive mechanism;(3) the implementation of supporting policies to create a learning culture.
