Taoism as well as Confucianism are the important part of traditional culture of China. It is obvious that Chuang Tzu, as a master of Taoism, dominates in the field of thoughts of Governance in the history of political thoughts in China. In the field of the thoughts of Governance,Chuang Tzu has been not only influencing the history of China, but also making a quite important significance in our developing our modern society. However, as we can see, there are few investigations concerning with Chuang Tzu’s thoughts of Governance especially. The paper has as its goal Chuang Tzu’s thoughts of Governance. In my opinion, first and foremost, Based as the Tao, the essential concept of the thoughts of Taoism, Chuang Tzu has been beginning his explanations concerned with the thoughts of Governance. As we can see, Tao has been considered as the sources, authorities and master by Chuang Tzu.According to the thoughts of Chuang Tzu, The only path of governance is essentially the Tao that guides the nation to get governance. Since the character of the Tao, Chuang Tzu considers the Tao as a ideal foundations of governance and requires governors to obey it. In Chuang Tzu’s opinion, It is only to obey the Tao that can help the governors govern the nation and handle the political affairs quite better, help the citizens govern and develop themselves so that can make a bright day and live in harmony with each other, help the whole nation achieves safety long period of order and stability. It is to say, Chuang Tzu presents the measures and the ultimate goals concerned with his thoughts of Governance. As a whole, the essential property of the Tao is the doctrine of inaction. With considering the Tao as a foundation of governance, Chuang Tzu presents the Governance of Non-action which has been regarded as the measures of governance. In his opinion, Non-action do not only imply that a monarch should rule the nation by the measure of Non-action without interfering the options of the citizens and ministers, but also imply that one should been in accordance with the nature in his developing himself, one can achieve a honest and abundant life and catch up with a bright life style full of civilization and rich and simple and justice under the Non-action of a monarch. By means of these measures of governance, the human beings would not do damage to nature, and they will obey the objective rules of developments of nature, so that can reach for a ideal living environments by which we live.Chuang Tzu has constructed his ideal society named the World Full of the Best Virtue based theoretically as the Tao and the Governance of Non-action, and it is generally the ultimate goal of the thoughts of Governance. In his opinion, the ideal living environments and styles which first and foremost belongs to the human beings should be regarded as to return to the Tao of nature, the Truth of nature of man and the Harmony among everything. That is to say, one should respect and obey the rules of developments of everything, and get rid of the stratagem and shackles all the desires, and finally they should make their best to remain the state of purity and reach for the harmony among everything. In a word, in Chuang Tzu’s ideal society, It is equal among man, nature and universe and they are in harmony with each other. If only it is lost, there would not be any justice among everything, and there would not be any peace in our world in the end. That is to say, it would be damage to our developments of society and nature.Chuang Tzu’s thoughts of Governance has been quite influencing the developments of politics and society in China. By these explanations of the political wisdom, measures of governance, and the ultimate goals, the paper is to summarize such political suggestions as conforming to the nature, in harmony with all other things, following the principles of developments of nature, etc. that we can benefit from them in our constructing the Socialist ecological civilization, constructing a harmonious socialist society, and Inheriting and carrying forward the fine traditions of culture.
