With the development of economy and the rising of people’s living standard, the simple tourism cannot meet the increasing cultural needs of people. To solve this problem as well as to promote economic development, it is necessary to pay more attention to the development of cultural tourism.Taking Wuhu as the research object, this paper(dissertation) made a systematic analysis on the competitiveness of Wuhu cultural tourism industry level on the basis of relevant theories and methods, and put forward corresponding countermeasures and suggestions in accordance with the existing problems.Firstly, under the background of increasing cultural tourism industry competition, the author identified the purpose and significance of the research, discussed the domestic and international research achievements on cultural tourism, cultural tourism industry and industrial competitiveness, developed a research framework and method of this paper. Secondly, the definition of cultural tourism and cultural tourism industry was explained. And based on the theory of industrial competitiveness, the evaluation indexes of industrial competitiveness,which included a total of 38 indicators at three levels,were established according to certain selecting principles. Then by applying the SCP paradigm of industrial organization theory, some problems existing in the development of cultural tourism industry in Wuhu City were studied from three aspects:market structure, market behavior and market performance. Moreover, analysis was done using Mingjie Rui’s "new diamond model" to figure out the cultural tourism industry competitiveness of Wuhu.In order to evaluate the level of competitiveness of Wuhu City, the SPSS software was used to conduct the factor analysis among 19 selected city, including 6 cities in Anhui Province,7 cities in Jiangsu Province and 7 cities in other provinces. The result showed that the comprehensive score of Wuhu ranked 13th, relatively behind among the selected cities.Finally, considering the problems in the development of cultural tourism industry in Wuhu, the author puts forward some countermeasures and suggestions from the aspects of enterprise innovation, the classification of cultural resources,investment capital, publicity and marketing, related and supporting industries, introduction of high-end talents in cultural tourism and implement the relevant policies and measures of the state and Anhui Province, to enhance the competitiveness of cultural tourism industry in Wuhu.
