It’s easy to find that they had a great connection with the historical tradition of Japan from these reforms. some of these innovations reflected the pursuit of decentralization and local self-government of Tour Hashimoto such as establishing the perfect administrative system, implementing system of state, conducting tax reform, which has some difference and also connection with the traditional centralized power and the local authority. The reform of civil service system attempted to break the system based on seniority and challenge the "loyalty" in traditional culture. It has been controversial since the constitution was born in Japan, the voices of amending,protecting,abolishing and explaining the constitution are interwoven and as one falls another rises.
