| In the late 19 th century early 20 th century, many nongovernmental associations appeared in Japan and showed interest of Chinese problem. The National Alliance founded in 1990 and it was born just like the above background. The National Alliance aimed for “protect China and support Koreaâ€, within 20 months of its existence time it opposed Hanbatsu autocracy and propagated that Japan must be implement diplomacy to Russia. Research on the movement of the National Alliance,on the one hand we can understand its foreign policyã€idea and practice, on the other hand through this research,we can find out that how do these nongovernment associations influence Japanese government make foreign policy and change international relations at that momentThis paper consists of three parts as introduction, the main text and the conclusion, while the main text is divided in to four chapters.The second chapter introduces the international and domestic background of the National Alliance’s found. In the aspect of international, the Japanese mainland policy and the Russian far-east policy have a significant conflict of interest after the China-Japan war in 1894; on the home front Hirobumi Ito Cooperated with the Constitutional Party set up the Rikken Seiyukai and wanted to form a cabinet which can continue in office. As Russia borrow the Boxer Movement broke out in northeast China, the East Asia Common Culture Association had to turn to the National Alliance. This chapter analyzes the inevitability and contingency of the National Alliance’s outbreak.The third chapter introduces the establishment of the National Alliance and its components, Including the National Alliance’ manifesto 〠regulation ã€official publications< Orient World >ã€sources of fundsã€attending forces and the Movement expanded from Tokyo to the whole country.The fourth chapter mainly introduces the National Alliance’s political practice,including broke the Rikken Seiyukai’s interrogation, opposed the government send troops to Beijing, opposed Russia invaded the northeast of China and the three privately concluded agreements between Russia and China.The fifth chapter introduces the end status of the National Alliance movement, and analyzes the reason of the organization dissolution, and the significance and impact of the campaign. The group actively promoted the Qing government re-establishment, Katsura cabinet in power and the construction of Anglo-Japanese Alliance and US-Japanese rapprochement.The National Alliance timely disbanded after Russia signed the treaty. However,the deep reason of the dissolution is that the organization itself has a huge Participants forces and different political opinions. Though the National League campaign has ended, it still deeply affected Japanese domestic and foreign affairs and international situation at that time. |
