The one of the most dramatic events is that the African-American politicians occupy more senior government posts in the current issue of African Americans. Barack Obama was elected President of the United States which shows the real change. The emergence of America’s first black president means that the struggles for the civil and political rights of African-Americans won a decisive battle.The first part of the thesis gives a brief introduction of the background of the rise of African-American politicians. The first point is the contemporary trends in development of the American "Negro Problem". The most prominent problem in the American "Negro Problem" today is the formation of Black Underclass ghetto. The second point is the development of the American "Negro Problem" is characterized by obvious stages. The African-American politicians have two stages of political ascendance in American history. The first stage occurred in the period of the South Reconstruction. The second stage came after the outbreak of African-American civil Rights movement led by Martin Luther King. The second stage of the rise of African-American politicians has an even more solid basis.The second chapter emphasizes on discussing the ethnic background, ethnic consciousness and political conception of Barack Obama. Barack Obama is the son of a black man from Kenya and a white woman from Kansas. He is, to be accurate, biracial, equally black and white. Yet he describes himself as black after a serious thought. The ethnic consciousness of Mr. Obama mainly embodies three aspects: the doctrine of integration, the ideas about the Black Underclass problem and the thinking of Pan-African culture. Barack Obama provides a way to form an alliance between African Americans and the middle class at home. And Barack Obama purses the doctrine of intervention in internal affairs discreetly. So for this reason, Barack Obama pays more attention to the indirect effect of soft power of the culture and economy of America rather than military strategy when he deals with power relations.The third chapter introduces Barack Obama’s political practice. His idealism about politics would be put to the test by the reality of the situation in the process of political practice. In general, Barack Obama’s political practice went through three stages of a tough start, gaining great honor and getting into hot water. He is a pragmatic statesman suggested by his career. He consistently matches his words with his action and adopts rational behavior when facing complex political environment. Barack Obama resorts to both idealism and pragmatism which requires consciousness of responsibility and great political courage. That is why Barack Obama could serve as a template for African-Americans engaging in political affairs.
