The international competition is becoming more and more the competition of the national comprehensive national power. The role and status of modern cultural strength competition are growing in comprehensive national power competition. With decades of rapid development since reform and opening-up, China’s comprehensive national power has achieved high-speed development and China has become the world’s second-largest economy countries. Compared with the economic strength, however, China’s cultural strength is dissatisfied in the international contest. The overall look, the cultural industry development, cultural system construction, cultural business management, cultural system integration and so on are all at the stage of deepening reform. It is difficult to give full play to their advantages.In view of the prominent function of culture strength, the 18 th National Congress of CPC put forward to “improving the overall culture strength and competitiveness” from the height of the strategy. Chairman Xi Jinping proposed the great goal of constructing a powerful cultural country from the height of the great rejuvenation of Chinese nation. The key to constructing a powerful cultural country is to enhance the overall strength of culture. The most important to enhance the overall cultural strength is to improve the national cultural soft power.Cultural strength not only includes the ability of transforming natural world to obtain the material wealth and material results, but also includes the ability of transforming people’s spiritual world to obtain the spiritual wealth and spiritual products, includes the ability of recopy and reproduce the products of material and spiritual wealth which can make the cultural strength brings out a spiral development process. Ideological and materialized are the two forms and attributes of cultural strength. The ideological cultural strength is an ability of the culture inheritance and creation ability which is formed in the long-term national, ethnic or regional common life. This ability reflects the country’s capability of cohesion, attractive, appeal and influence which constitutes an important part of the national cultural soft power and becomes the core of Chinese power.There are some phenomena which have long been conflicts with the construction of healthy culture in the cultural field. Since these phenomena have many characteristics like visual confusion, difficult to identify, protracted nature and utilitarian nature, they posess certain market and influence power. Relative to the modern cultural power we call this power “pseudo strength”. The main existing forms of pseudo culture are earning economic benefits, kitsch and flattery, seeking novelty and eroticism, etc. This situation disturbs the normal order of cultural market, hinders the increase of real national cultural strength, especially hinders the pace of the construction of the cultural soft power.Pseudo culture seems to be confusing and difficult to identify because it can meet the needs of the market economy and often transform existing forms. We should identify China’s modern cultural strength from multiple perspectives, such as meeting the spiritual needs of the people’s livelihood, blending multi-type culture, the cultural reproduction and development direction, etc. Any cultural forms, regardless of its existing form, can not be seemed as the country’s authentic cultural strength, especially can not be seemed as the core content of Chinese soft cultural strength as long as it is contrary to the social development request, cannot satisfy people’s noble spirit and aesthetic requirements, against the world cultural exchange and fusion.“Empty talks would lead the country astray, and hard work can rejuvenate the nation.” It is not a slogan but an action to achieve the goal of powerful cultural country and promote the modern cultural power. We should emphasis on "sing", "strict", "play" and "do". Through the joint efforts of the whole society, the heritage of five thousand years’ Chinese excellent culture, the organic integration of the traditional culture and modern culture, establishment status of an important foundation and core of Chinese culture, Chinese cultural is bound to become the spirit cornerstone and source of China’s comprehensive national power.This article is divided into three parts, the first part of the analysis and interpretation of the concept of basic standards of modern culture and the authenticity of the strength of our cultural strength of identification, the concept of this study leads to a lot of use.
