China English, as a distinctive and independent member of the family of world Englishes, is playing an increasingly significant role in international affairs. China English in translated Government Work Report covers China’s fundamental policy, social situation and political issues. Thus, the translation quality of China English is crucial to China’s political and economic interest and even international image. The purpose of the author is to give translators some guidance when they are doing such translation involving China English in translated external publicity text. This paper makes a study of China English in the English version of “Report on the Work of the Government 2014” from the perspective of the translator’s visibility. In this paper, the author elaborates China English, introduces Venuti’s translator’s visibility and makes an analysis of the translation methods of China English on lexical level in translated GWR 2014 as follows: literal translation, transliteration, literal translation with annotation, coinage, free translation and different translation methods of the same expression. Then the author gets the proportion of each method and makes a quantitative analysis. Besides, he classifies China English into 6 different categories and investigates the relationship between the translator’s visibility(or invisibility) and such saying.The finding is that foreignization(literal translation, transliteration, literal translation with annotation, coinage) is the major trend in China English of translated GWR and accordingly the translator tends to be visible in most cases. The translator is most visible in economic and political words. But on some occasion, the translator is invisible by domestication for readability of the translation, especially in Chinese idioms, proverbs and four-character expressions. That will provide some guidance in translation practice. If the translator wants to use China English in external publicity text translation, he should strike a balance between loyalty and intelligibility and strive to be visible by foreignization to the largest extent in order to preserve the Chinese characteristics. In this way, Chinese culture can be promoted and its international impact can be strengthened.
