With China becoming one of the major influential powers in the world, an increasing number of foreigners are eager to know about China. As one of the ways available to understand China, the translation of Government Work Report well meets such a need since it is comprehensive, authoritative, scientific and directive. It is also an extremely important window to publicize China. Thus, the study on the translation of Government Work Report is of high necessity and profound significance. Researches abound in this area, yet they mainly take a linguistic perspective and therefore fail to explore the various factors lying behind language in the process of translating.Under the framework of Manipulation Theory, this thesis adopts both contrastive analysis and descriptive methods to conduct a research on the translation of Government Work Report 2014. Three extra-textual factors, ideology, patronage and poetics, are to be believed to exert a profound influence on the translation of Government Work Report.It is found out that the influence of ideology on the translation of Government Work Report mainly has its manifestations in the translation of political terms and culture-loaded words. The influence of patronage mainly has its manifestations in translation purpose and translation methods. The influence of poetics mainly has its manifestations in the translation of expressions with Chinese characteristics and long Chinese sentences.
