China is a 5000-year-old ancient civilization which own glorious historical and cultural accumulation.But compare with the developed country,has the obvious disparity,China did not pay more attention to culture industry before the last century.Until the early 21 st century,the cultural industry deserve to get the attention.In 2000,the fifth plenary session of the 15 th Communist Party of China Central Committee has been held in Beijing,the concept of “cultural industry” appeared formally.In 2004,the added value of cultural industry in China is 343.9 billion,and rose to 716.6 billion in 2008.By 2013, the added value of cultural industry in China has reached 2.1351 trillion yuan,and the ratio of GDP was 3.63%.With the rapid development of modern economy and the increasing adjustment of industrial structure,the cultural industry plays a more and more important role as a pillar in the tertiary industry,the phenomenon of industrial agglomeration is growing.As a cultural industry incubator of cultural industry base emerged as the times require which has become a best way to develop the cultural industry.As the fourth batch of national culture industry demonstration base of Huang Cheng Xiang Fu,there are the rich heavy cultural heritage and superior natural conditions.Huang Cheng Xiang Fu is the important implementation of “leisure tourism of Beautiful Shanxi Province”.At present,this base also has encountered a series of bottlenecks and it needs to transfer as soon as possible and seek new growth model,under this circumstance,it has no doubts that“Smart Tourism”is the best way for this region to develop.“Beautiful China,2014--Year of “Smart Travel” has become the theme of tourist publicity in 2014.As a new proposition,Smart tourism was born as the product of integration of modern technology and modern tourism,it is necessary to study how to improve tourist experience using Smart technologies and provide support to meet the personalized needs of tourists.The culture industry base of Huang Cheng Xiang Fu was named the first batch of "Smart Tourism" demonstration base which enhanced the radiation and leading position of cultural industry base in Shanxi Province.Considering these, according to the current situation of the development of Huang Cheng Xiang Fu cultural industry base,applied theoretical and empirical analysis methods,Point out the background and significance of the base and review of existing research in this field,the first is the writer establish the research direction and content on the basis of absorbing these existing research.The second,explain and identify some important theories and concepts.The third is the design of models and methods which are used in this paper,based on Structure Equation Model,presents a case study of Huang Cheng Xiang Fu and puts forward a Smart Tourism Satisfaction Index model.The fourth is the empirical research,SPSS19.0 software and Amos17.0 software primarily used in the construction ofindex system and the results of model test which objective evaluation and basic research on the development of the cultural industry base and analyze the advantages and disadvantages.The fifth is the policies and suggestions, the paper combined the research results and the specific conditions of the development of Huang Cheng Xiang Fu and then presented some realistic and operational suggestions and advice about Huang Cheng Xiang Fu and Shanxi Province.The last one is the summary,it analyzed the innovations and shortcomings of this article.
