A Study On Baozhang Of Longquan County During The Republican Period

During the period of the Republic of China, Bao-jia system "got revived for the need of "communist suppression and developed for autonomy and constitutionalism. In the implementation of the Bao-jia system, Baozhang played an important role who is the real exactor of the Bao-jia system. Their actions had a direct effect on the implementation result of Bao-jia system. Therefore, this paper aims to study the Baozhang of Longquan County in the period of the Republic of China by using the archives data of Longquan city in Zhejiang province. The focus of this thesis is on the producing way, function and group images of Baozhang in Longquan county. It also analyses the relationship between Baozhang and government and people.’The article holds that the producing way of Baozhang is not the same in different stages, which experienced the process from the county government direct appointment to be selected by the assembly. The roles emphasis of Baozhang is variable because of the different historical background. Baozhang group also present certain features in age, gender, nationality, educational background, experience etc. Besides, Baozhang is the nerve endings of government power and the bridge and link between the government and the public. In Bao-jia system, Baozhang is not only the spokesman of national government governs rural society but also the leader of the rural society governance. However, Baozhang came across confliction with government in the process of executive task and cooperates with government. To some degree, when Baozhang protects villagers’ interests they were beat and accused due to corruption. They were often in the cracks and in a dilemma.
